Implementing Liberal Ideas and Concepts

The workshop with Wulf Pabst, an expert of the Friedrich Naumann Foundation for Freedom (FNF) for representatives of the Political Party "Civic Position" ("Hromadyanska Posytsiya") took place on March 22-23, 2016 in cooperation between the Political Party "Civic Position" and the Friedrich Naumann Foundation for Freedom. The workshop was held in Pushcha Vodytsia, the recreational area of Kyiv – Congress Hotel "Pusha".

The total amount of participants was 33 persons (heads of local party organisations, local City Council/District Council members and party activists).
The workshop lasted two days and consisted of theoretical and practical parts. The opening remarks were made by Anatoliy Grytsenko, the Head of the Coordination Council of the Political Party "Civic Position" and Miriam Kosmehl, Project Director for Ukraine and Belarus of the Friedrich Naumann Foundation for Freedom.

Then in workshop’s theory block Wulf Pabst presented the core values, principles and methods of liberalism, which were lively and actively discussed by the participants of the workshop. Also liberal and illiberal values were discussed and compared. Later on W.Pabst suggested to work in an interactive format – the transition to the applied liberalism was made – the workshop’s participants had formed 5 groups and had discussed the importance of liberal ideas and methods of their practical usage (moderated by W.Pabst). The participants had formed groups according to such topics:

human rights; 
rule of law;
education;
freedom of speech;
fighting corruption.

In groups they discussed different ideas to reform local government and decentralization, analysed the causes of problems on suggested above topics and proved the need to reform, discussed peculiarities of liberal approaches and advantages of the proposed changes. As a result of in-group-discussions, each group prepared and presented the presentation or their vision of the above-mentioned topics and formed their own proposals for changes necessary in Ukraine.

The next day, the debates were still active and fruitful. The need and justification of liberal reforms were discussed as well as methods of conveying and transferring the ideas of liberalism and ways to combat illiberal stereotypes.

That day working groups were formed according to 5 main regional zones of Ukraine (west, east, south, north and Kyiv, which participants identified as a separate specific part of the country). They discussed, analysed and presented specific methods and approaches, determined by the participants, to achieve some definite objectives by the Party (in informational policy, campaigning work of the Party, in-between-election work with voters etc.).

The participants highly appreciated work, help and moderation of W.Pabst in the process of studying methods and approaches to implement liberal ideas and concepts. The participants would share knowledge and skills acquired during the workshop with their counterparts in the regional organisations.
